RECOMMENDATION:
Recommendation Concerning the Conveyance of a Utility Easement to Emerald Coast Utilities Authority for Utility Connection - Joy Jones, P.E., Engineering Director

That the Board take the following action concerning the conveyance of a Utility Easement to Emerald Coast Utilities Authority (ECUA) across County Pond Parcel "A" in Springfield Subdivision - Unit One:

A. Approve the Utility Easement to allow for ECUA sanitary sewer connectivity across County Pond Parcel "A" in Springfield Subdivision - Unit One; and

B. Authorize the Chairman or Vice Chairman to sign the necessary documents granting the Utility Easement to ECUA.

[Funding Source:  All costs associated with accepting and recording of documents will be paid by ECUA]
BACKGROUND:
Emerald Coast Utilities Authority (ECUA) has requested a Utility Easement for sanitary sewer across Parcel "A", the stormwater pond in Springfield Subdivision. This Easement will help ECUA provide sanitary sewer connection for Embers Ridge and will also provide an area for relocating an existing force main on Godwin Lane, which is needed for the Godwin Lane Regional Pond Project.  

This easement is located within Commission District 1.  
BUDGETARY IMPACT:
All costs associated with accepting and recording of documents will be paid by ECUA.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Utility Easement was approved as to form and legal sufficiency by Stephen West, Senior Assistant County Attorney.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
Upon Board approval, County staff will proceed in compliance with Section 46-139 of the Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval and execution of the documents by the Chairman, staff will transfer the documents to ECUA for acceptance and recording in the public records of Escambia County, Florida.
