RECOMMENDATION:
Recommendation Concerning the Standard Operating Guidelines for the Administration of the Volunteer Firefighter Stipend Program Policy - John Dosh, Interim Public Safety Department Director

That the Board adopt the revised Board of County Commissioners' Policy titled "Standard Operating Guidelines for the Administration of the Volunteer Firefighter Stipend Program,“ Section IV, A.3, effective March 1, 2020, to address the following procedural change in the Policy: (1) allow an incident report and/or activity log generated by Firehouse software to be completed for all incidents, training meetings, and special details; and (2) allow the Firehouse report to be utilized in lieu of each station submitting copies of their training and response logs for the month.
BACKGROUND:
As part of annual review process, Interim Fire Chief Jon P. Williams and representatives from the Escambia County Volunteer Firemen's Association met to address the gaps in the current guidelines. During this review, the Escambia County Volunteer Firemen's Association requested amending the stipend policy to allow Firehouse reports to be submitted in place of hard copy training records and response logs. Amending the policy will enhance personnel’s ability to complete the monthly stipend report in a expedited time, utilizing a consistent method and saving reams of paper a month by significantly reducing the amount of paper needed. Personnel activities will all be entered into Firehouse negating the need to complete a paper activity log for each incident the station responds to daily. This will also enhance the ability to count all calls a member responds to no matter what station they responded with. This will give each and every member credit for all the incidents they respond to.

Deputy County Attorney Charlie Peppler has been the advising Attorney for the Standard Operating Guidelines and has reviewed and approved the policy.

POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is required in order to adopt a Board Policy.
IMPLEMENTATION/COORDINATION:
Interim Fire Chief Jon P. Williams will ensure that all volunteers are made aware of the revised policy once adopted.
