RECOMMENDATION:
Recommendation Concerning the Establishment of a New Environmental Analyst Position to Support the Perdido Key Habitat Conservation Plan and Associated Coastal Programs - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board approve the establishment of a new environmental analyst position to support the Perdido Key Habitat Conservation Plan (HCP) and associated coastal programs that will relieve duties from an existing general fund employee. This new position will be funded from a reoccurring restricted funding source through the HCP.

[Funding:  Fund 117, Perdido Key Beach Mouse Fund, Cost Center 220335, Perdido Key Beach Mouse. Estimated Annual Base Salary: $46,197. Estimated Salary with Benefits: $64,313]
BACKGROUND:
The HCP was designed to be a minimal burden on Escambia County for implementation. A portion of funds collected is intended to provide a dedicated funding source for up to five FTEs to staff this program. Existing HCP reoccurring funding will support this request. Establishment of this position will provide an opportunity to redirect duties of an existing general fund employee.
 
This position will handle the day-to-day operation of the HCP including:
  • Permitting (8 hours per week)
  • Required species surveys (8 hours per week)
  • Required predator presence surveys (2 hours per week)
  • Education/Outreach (4 hours per week, expected to be after hours and time flexed)
  • Coordinate Compliance (4 hours per week)
  • Establishing the education center on Perdido Key (4 hours per week)
Enhanced access to local government with a staff presence on Perdido Key (minimum 2 days per week).
