Recommendation Concerning Contract Award for A&E Services for Ensley CRA Beautification Project - Clara Long, Interim Director of Neighborhood & Human Services\Community Redevelopment Agency, through Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Atkins North America, Inc. (Pensacola Office), per the terms and conditions of PD 18-19.097, Ensley CRA Beautification Project in the amount of $47,986.74.

A Request for Letters of Interest for PD 18-19.097, Ensley CRA Beautification Project was publicly noticed to 66 firms on September 4, 2019, via Government Forms Software. Only three firms responded; M.C. Wolf Consultants, Jerry Pate Design, Inc., and Atkins North America, Inc., Pensacola Office. As there were only three firms submitting, a Short-list meeting was not required. The Selection Committee selected Atkins North America, Inc., Pensacola Office, as the most responsive bidder. Negotiations were conducted with this firm to result in an agreed Statement of Work and Fee Proposal.

BACKGROUND:
On December 11, 2014, the Board of County Commissioners designated Ensley as a Redevelopment Area finding that it was blighted, and that the area had a shortage of affordable homes for low- and moderate-income households. This designation was necessary in the interest of public health, safety, morals and welfare of the residents in order to eliminate, remedy, and prevents conditions of blight. The Ensley Redevelopment Plan, developed with broad community involvement, supports the future redevelopment of the Ensley Redevelopment Area and is written in compliance with Florida Statues Part III, Chapter 163.
The Ensley Redevelopment Plan identifies an objective to transform the functional and visual character of North Palafox Street as a primary neighborhood commercial corridor at a scale that is pedestrian friendly and compatible with the residential neighborhoods. This objective will also establish an identity for the corridor and encourage private sector investment that addresses the needs of the neighborhood. Several action strategies further clarify that implementing physical improvements should be made to help soften the street view, provide pedestrian comfort and safety, and slow traffic to reasonable speeds. This strategy includes focusing redevelopment efforts at neighborhood gateway intersections.

Two Corridor Management Plans (CMPs) have been adopted in this area.  The North Palafox Street CMP was adopted November 2015. This CMP included two public workshops to introduce and discuss the proposed redevelopment of the corridor. The first public meeting was held in May 2015 and the second was held in July 2015.  Extensive comments were taken from the public and incorporated into the final CMP documents. The North Palafox CMP identifies the subject area of the proposed Ensley beautification as a Neighborhood Center for the Ensley Redevelopment Area. A key component of the Neighborhood Center is to create a central identity and focus for future redevelopment.

The Detroit Boulevard/Johnson Avenue Corridor Management Plan was adopted April 2018.  This CMP identified the feasibility and need for a beautification project and gateway feature at the subject location. The CMP included photoshop images of streetscape improvements, including a greenspace park for the County-owned parcel located at the intersection of North Palafox and Johnson Avenue. The proposed concepts included both beautification amenities as well as unique recommendations for sustainable stormwater management designed for the subject parcel. Two public meetings were held to gather public input on the CMP. The workshops took place on October 5 and October 26, 2017 at Ensley Elementary School. More than 800 fliers were mailed to residences and businesses within 500 feet of the corridor. Two newspaper ads were placed in the Pensacola News Journal promoting the workshops. 

The proposed design services are necessary to create a shovel-ready plan, for which the actual construction will be budgeted for in subsequent years. This site-specific plan is the first step in implementing the gateway beautification as identified in the Ensley Redevelopment Plan and the two above mentioned Corridor Management Plans.

This project will be funded by the Ensley TIF, Fund 151, Cost center 370119 in which $138,261 was budgeted for Fiscal Year 2019-2020.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Agreement as well as the Purchase Order.
