RECOMMENDATION: |
Recommendation Concerning Contract Award for Street and Navigation Lighting - Joy Jones, Director, Engineering and Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Ingram Signalization, Inc., per the terms and conditions of PD 18-19.089, Street & Navigation Lighting Maintenance and Repair Contract in the amount of $150,000.

An Invitation to Bid for PD 18-19.0897, Street & Navigation Lighting Maintenance & Repair Contract, was publicly noticed to 168 registrants, representing 43 firms via Vendor Registry on August 30, 2019. The solicitation was viewed by 70 firms and downloaded by 24 firms. Ingram Signalization, Inc., a local firm, was the only firm that submitted a bid in response to this solicitation.

BACKGROUND: |
This Contract provides necessary maintenance and response street lighting and navigational lighting throughout the County. Proper maintenance of the various lights is important for public safety. In addition to safety, it is required per Agreements with other agencies, for example the County receives funding annually from FDOT to maintain those lights located on the State Highway System.
County Staff has been in the practice of transitioning to street lights from sodium pressured to LED lights. This practice not only provides environmental benefits, it reduces maintenance and utility costs.
