1. Call to Order at 6:10 p.m. by Chairman Bryant
             
2. Invocation- A moment of silence was requestd by Dr. Bryant
             
3. Pledge of Allegiance was led by Chairman Bryant.
             
4. Board Member Forum
Dr. Bryant asked for an update on the up and coming District 1 library. Commissioner Bergosh gave an update on the building purchase and said there would be a public meeting on the new library to be held at Bellview Elementary, date and time TBD.
             
5. Approval of last months meeting minutes
  Motion by Jay Ingwell, Seconded by Paul Flores 
Motion was made to approve meeting minutes from January 14, 2019
  Vote: 8 - 0 Approved

7. Items for Discussion
             
A. OLF8 Update - Commissioner Bergosh
Commissioner Bergosh reported that the transfer has taken place and the BCC voted unanimously on a plan to create jobs and to look at all uses for the land. The goal is for 1,000 new jobs and the master plan process will be conducted in the sunshine.
             
B. Beulah Citizens Plan - Dorian Vance
Ms. Vance presented the Beulah citizens plan which began in July of 2016. Interested citizens wanted input on the future of OLF 8 and held communtiy meetings.
Citizens discussed the issue to include the following suggestions:
Limiting residential growth, a town center on OLF-8, new fire station, a sports complex, green space, bike paths, trails, sidewalks, and the need for a new high school in the area. They put a year of work into the project and used existing master plans and meeting break out sessions to assist in finding ideas for the area.

             
C. Board Member Survey Questions - Drew Holmer
Drew read the list and discussed with the Board members the main topic areas.  Members requested a defintion for impact fees to be presented at the next meeting.  For the next meeting, each member will prioritize the questions to rank them by frequency.  The plan is to have no open ended questions.
