RECOMMENDATION:
Recommendation Concerning Contract Award for Escambia County Fire Rescue Bunker Gear for Escambia County Public Safety-Fire Rescue -  Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Municipal Emergency Services, Inc., per the terms and conditions of solicitation PD 18-19.109, Escambia County Fire Rescue Bunker Gear for Escambia County Public Safety-Fire Rescue, for a period of one year, with options for up to two additional one-year renewals, for a total of thirty-six months, effective upon execution of the Agreement for an indefinite quantity, indefinite delivery contract for not-to-exceed amount of $350,000 for Fiscal Year 2019-2020.
 
This solicitation was issued to 62 registrants in Vendor Registry representing 45 firms, 28 firms viewed the solicitation and 19 firms downloaded the solicitation.  Five bid responses were received.

BACKGROUND:
Fire-Rescue Personal Protective Equipment PPE, “Bunker Gear”, or “Turnout Gear” is a protective clothing ensemble used to protect firefighters in environments that are immediately dangerous to life and health. Bunker Gear is comprised of an Outer Shell, Thermal Insulation, and Moisture Barrier that provide protection from hazardous conditions. Since most line-of-duty deaths occur from exhaustion, it is a top priority to provide protective clothing that limits weight, allows adequate range of motion, and fits each individual firefighter.
 
Specifications for PD 18-19.109, Escambia County Public Safety-Fire Rescue purchase of bunker gear was posted on Vendor Registry beginning September 30, 2019. This solicitation was issued to 62 registrants in Vendor Registry representing 45 firms, 28 firms viewed the solicitation and 19 firms downloaded the solicitation.  Five bid responses were received on October 30, 2019 at 2:00 PM CDT.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Section 46-44.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Agreement and the Purchase Order. The Public Safety Department will be the Contract Administrator.
