RECOMMENDATION:
Recommendation Concerning the Contract Award for PD 18-19.098, Bob Sikes Bridge Rehabilitation Project - Joy Jones, Department Director, Engineering; and Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Southern Road & Bridge, LLC, per the terms and conditions of PD 18-19.098, Bob Sikes Bridge Rehabilitation Project, for a lump sum of $4,297,269.

This solicitation was noticed on July 29, 2019, via Vendor Registry to 63 registrants representing 50 firms. The solicitation was viewed by 68 firms and downloaded by 49 firms.

BACKGROUND:
The Bob Sikes Bridge Rehabilitation Project involves the West Bridge (480123) and East Bridge (480139), conveying vehicle and foot traffic on County Road 399 over the Santa Rosa Sound between the City of Gulf Breeze in Santa Rosa County, and Pensacola Beach in Escambia County, Florida. The total project length is 1620 lineal feet (0.19 miles). The improvements consist of deck and beam repairs, concrete repairs, cleaning and coating, joint replacement, fender improvements, fender cleaning and coating, bulkhead and rip-rap repairs, and installation of cathodic protection on structures. Rehabilitation is expected to extend the life of the bridges 12 years per design criteria, to 2036. Deck work and maintenance of traffic during rehabilitation will be scheduled to minimize impacts to beach season visitors.

Two bids were received on September 5, 2019, with Southern Road & Bridge, LLC, being deemed the lowest responsive bidder with a bid of $4,297,269.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Agreement and the Purchase Order. The Escambia County Engineering Department will have administrative oversight of the project.
