BACKGROUND:

At a regular scheduled Board meeting on June 3, 2014, the Board approved issuing a purchase order to Baskerville Donovan, Inc., in the amount of $82,818.34 for design improvements to include the permanent construction of CR 295A (Old Corry Field Road Bridge) due to damage caused by the April 2014 Storm Event. This Project will repair damaged box culverts and associated roadway and drainage infrastructure. 

After further investigation and review of documentation it became known that past storms had caused stormwater to overtop and damage the road. During department discussions, it was determined that a bridge and elevated roadway should replace the box culverts to allow stormwater to flow less obstructed under the road and to deter future and repetitive destruction of infrastructure. County staff requested that the consultant shift his efforts from the original scope of designing an in-kind repair to designing a pre-cast bridge design, and to submit a revised scope and fee for the requested additional effort. 
 
Change Order #1 deducted $1,200 due to a spreadsheet error. 

Change Order #2 corrected the object code number and added a project number. 

Change Order #3, in the amount of $134,891.82, added work required to design a precast bridge.

Change Order #4, in the amount of $2,707.04, added surveying services to develop a sketch and legal description for a Public Easement.

Change Order #5 reallocated funds by combining optional services task, meeting allowance, and survey allowance into one task.

Change Order #6 and #7 were for time only. 

Change Order #8 reallocated the balance of funds to construction services.

This Change Order, in the amount of $16,426.39, is for additional funds for structural design to mount lighting to the sheet pile cap adjacent to the bridge with construction assistance.

The improvements provided for in this Change Order complement an action strategy identified in the Community Redevelopment Agency (CRA) Warrington Redevelopment Area Plan, which outlines how CRA will work with the Warrington community to further enhance neighborhood pride through gateway beautifications. As part of this plan, CRA has also furnished lighting for the Navy Boulevard Bridge and the Navy Point Bridge. CRA staff and members of the Warrington Revitalization Committee have reviewed and approved this Change Order, particularly as it applies to bridge lighting. The upgrades funded by this Change Order will serve to further develop multi-faceted components of other ongoing projects, including the North Old Corry Field Road Sidewalk and Glynn Key Boardwalk projects, which will highlight the gateway to the Warrington community and provide additional aesthetics (landscaping, beautification, and lighting) for the South Old Corry Field Road Bridge Project. 

This project is located in Commission District 2.

Funding for this change orders is available as follows:  Fund 352, LOST III, Cost Center 210107, Object Code 56301, Project #13EN2382 - $8,000.14 and Fund 151, Community Redevelopment, Cost Center 370114 CRA Warrington, Object Code 56301 - $8,426.25.

This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchasing and Contracts.

Upon approval of this recommendation, a Change Order will be transmitted to the Office of Purchasing for processing.
