RECOMMENDATION:

Recommendation Concerning Approving the Contract for Services Agreement between Escambia County and the University of West Florida for the Market Analysis for the Town of Century - Stephan Hall, Budget Manager, Management and Budget Services

That the Board approve and authorize the Chairman to sign the Contract for Services Agreement between Escambia County and the University of West Florida for the Market Analysis for the Town of Century to establish a statement of work, schedule of compensation, and outline the details of the project. Funding is included in the Fiscal Year 2018/2019 Adopted Budget.

BACKGROUND:

The Board approved the Market Analysis proposal of $24,500 from the Town of Century and the HAAS Center on October 18, 2018. Purchase Order #190682 was ordered November 2, 2018, for the Market Analysis for the Town of Century by UWF/HAAS Center to access the feasibility of mixed-used commercial and residential development for various parcels in the Town of Century.

The Senior Grant Specialist with Research and Sponsored Programs at the University of West Florida contacted the County on November 19, 2018, to enter into a contract agreement for this type of project to outline the details of the project and to establish certain contractual terms and conditions. Since the Purchase Order issued did not list any complete project information, the contract was suggested and agreed upon by Commissioner Barry to bring to the Board for approval.

Approval of this contract agreement establishes a statement of work, schedule of compensation, and outlines the details of the Market Analysis for the Town of Century.

BUDGETARY IMPACT:

The Board approved $24,5000 from Fund 353, Cost Center 110277, Account 58201, Project Number 19ED0585. Purchase Order 190682 has been issued to the University of West Florida in the amount of $24,500.

LEGAL CONSIDERATIONS/SIGN-OFF:

The County Attorney's Office has reviewed and approved the agreement.
