RECOMMENDATION:
Recommendation Concerning Contract Award for Signalization Consultant Continuing Services - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Acting County Administrator to sign the Agreement between Escambia County and DRMP, Inc., per the terms and conditions of PD 17-18.100, Signalization Consultant Continuing Services, for an amount not to exceed $300,000, for Fiscal Year 2018-2019, additional funding to be approved on an annual basis.

BACKGROUND:
This project, though specific to the continuation of the regional signal re-timing program as designated within the solicitation for Escambia and Santa Rosa County, which shall be performed at a minimum, also provides the opportunity to perform enhanced traffic operations, traffic engineering, transportation planning, as well as related duties, functions, and services in support of the system of traffic signals and overall traffic operations on Department facilities throughout Escambia and Santa Rosa County.

A Request for Letters of Interest (RLI) for PD 17-18.100, Signalization Consultant Continuing Services, was publicly noticed in the Pensacola News Journal on September 24, 2018 and October 01, 2018, as well as an email to 146 known firms.  One response was received on October 16, 2018.

Due to only one vendor responding, the first negotiation meeting was held October 25, 2018 and the Final and Best Offer was established with a fee not to exceed $300,000.00.

Attorney Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects.
PERSONNEL:
All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Purchases and Contracts, and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard form of Contract, Form G, Consulting Services for Stand-Alone Projects, as well as the Purchase Order.
