| RECOMMENDATION: |
Recommendation Concerning the Contract Award for Design Services for Bridge Rehabilitation, Bob Sikes Bridge Over Santa Rosa Sound - Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the Acting County Administrator to sign the Agreement between Escambia County and Kisinger Campo & Associates, Corp., per the terms and conditions of PD 17-18.070, Design Services for Bridge Rehabilitation, Bob Sikes Bridge Over Santa Rosa Sound, for a lump sum amount of $394,829.07.

| BACKGROUND: |
Request for Letters of Interest, PD 17-18.070, Design Services for Bridge Rehabilitation, a project to extend the life of Bob Sikes Bridge Over Santa Rosa Sound was publicly noticed on January 8, 2018 to one hundred eighty eight known firms. Responses were received from four firms on August 2, 2018. The Selection/Negotiation Committee ranked in the following order:
- Kisinger Campo & Associates, Corp.
- Volkert, Inc.
- American Consulting Engineers of Florida, LLC
- Thompson Engineering, Inc.
Kisinger Campo & Associates, Corp. provided their initial fee proposal on September 27, 2018. Three negotiation meetings were held in October and the Final and Best Offer was established with a lump sum fee of $394,829.07. |

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.

The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G: Consulting Services for Stand-Alone Projects and Purchase Order.
