RECOMMENDATION:
Recommendation Concerning the Acquisition of Real Property Located at 3812 Frontera Circle - Tonya Green, Neighborhood & Human Services Department Director

That the Board take the following action:

A. Authorize the purchase of real property located at 3812 Frontera Circle (approximately .056 acres) from Community Enterprise Investments, Inc., in the amount of $1,000;

B. Approve the Contract for Sale and Purchase for the acquisition of real property located at 3812 Frontera Circle; and 

C. Authorize the County Attorney's office to prepare, and the Chairman or Vice Chairman to execute, subject to Legal Review and sign-off, any documents necessary to complete the acquisition of this property without further action of the Board.

This property is located in Commission District 2.
BACKGROUND:
Whispering Oaks subdivision located on Frontera Circle is a neighborhood located in the CRA Brownsville Redevelopment District.  Many of the units within the neighborhood had become neglected and/or abandoned which lead to severe blighted and slum conditions.  Escambia County had conducted multiple refuse "clean sweeps" through the neighborhood; there have been numerous repetitive code violations in which properties currently had outstanding liens.  During the August 18, 2011 BCC Meeting, the Board authorized staff to begin the process to pursue acquisition on 13 properties that had vacant lots and unoccupied structures. As of today, Escambia County has acquired 12 of 13 original parcels in alleviating severe blight and slum conditions. The Checklist Form and other supporting documents are attached.

 
BUDGETARY IMPACT:
Funding for acquisition of the property noted aforementioned is budgeted in Fund 151, CRA Brownsville, Cost Center 370113.
LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney's office will prepare the closing documents and conduct the closing for the purchase of this property.  The Contract for Sale and Purchase was approved as to form and legal sufficiency by Stephen West, Senior Assistant County Attorney. 
PERSONNEL:
 All work associated with this request is being handled by County staff.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139 of the Escambia County Code of Ordinances. 
IMPLEMENTATION/COORDINATION:
Upon Board action, Community Redevelopment Agency (CRA) staff will implement in consultation with the County Attorney's office.
