RECOMMENDATION:

Recommendation Concerning Contract Award for Perdido Landfill Range Road Borrow Pit Perimeter Fencing - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Acting County Administrator to sign the Agreement between Escambia County, Florida, and J. Miller Construction, Inc., per the terms and conditions of PD 17-18.094, Perdido Landfill Range Road Borrow Pit Perimeter Fencing, in the amount of $73,651.

BACKGROUND:

This project entails installing approximately 5,000 linear feet of fencing around the perimeter of the Range Road Borrow Pit at the Escambia County Perdido Landfill. The project is necessary in order to ensure that Escambia County is in compliance with Section 42-323 of the Escambia County Code of Ordinances and the performance standards stipulated in Section 7.07.00 of the Escambia County Land Development Code.

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on October 1, 2018. Bids were received from five contractors on October 18, 2018. J. Miller Construction, Inc. is the lowest, most responsive and responsible bidder.

Funding: Fund 401 Solid Waste Fund, Cost Center 230315 Projects, Object Code 56301 Improvements other than buildings

LEGAL CONSIDERATIONS/SIGN-OFF:

Attorney Standard Form of Contract, Form B: Construction.

PERSONNEL:

All work associated with the recommendation was done in-house and no additional staff was required.

POLICY/REQUIREMENT FOR BOARD ACTION:

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.

IMPLEMENTATION/COORDINATION:

The Office of Purchasing will issue the Agreement and Purchase Order.
