RECOMMENDATION:
Recommendation Concerning the Issuance of Fiscal Year 2018/2019 Purchase Orders, in Excess of $50,000, for the Waste Services Department - Patrick T. Johnson, Waste Services Department Director

That the Board approve the issuance of blanket and/or individual Purchase Orders, in excess of $50,000, for the Fiscal Year 2018-2019, based upon previously-awarded Contracts, Contractual Agreements, or annual requirements as provided, for the Waste Services Department as follows:

BACKGROUND:
Waste Services owns and operates seven 100 cubic yard aluminum walking floor trailers to transport waste 50 hours/week from the Palafox Transfer Station to the Perdido Landfill.  Five of the seven trailers are five years old.  A cost benefit analysis concluded it is more cost effective to perform repair/maintenance on the trailers versus purchasing new trailers. It is estimated the repair/maintenance work will extend the useful life of the trailers beyond the seven- year depreciation period. 

The issuance of these purchase orders provides funding for services and activities to operate the Palafox Transfer Station by the Waste Services Department on behalf of the Board of County Commissioners, to the businesses of Escambia County for fiscal year 2019.  
BUDGETARY IMPACT:
Funds are available in the Budget under Solid Waste Fund (401) in the following Cost Centers: 230307-SW Transfer Station;

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II Purchases and Contracts.  
IMPLEMENTATION/COORDINATION:
The Waste Services Department has coordinated with the Office of Management and Budget, and will work with Purchasing Office Staff to prepare purchase orders as needed.
