RECOMMENDATION:
Recommendation Concerning the State Housing Initiatives Partnership Program Interlocal Agreement Between Escambia County, Florida, and the Town of Century - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning the State Housing Initiatives Partnership (SHIP) Program Interlocal Agreement with the Town of Century:

A. Approve the Interlocal Agreement between Escambia County, Florida, and the Town of Century Relating to the SHIP Housing Rehabilitation Assistance Project, to provide $75,000 in SHIP funds to support housing repair or replacement within the Town of Century; and

B. Authorize the Chairman or Vice Chairman to execute the Interlocal Agreement and all Project-related documents as required to implement the Project.

BACKGROUND:
The Escambia/Pensacola SHIP Program Local Housing Assistance Plan (LHAP) incorporates activities for housing repairs or replacement housing for low income owner-occupied households. The Town of Century has requested matching funds to be used in coordination with its Community Development Block Grant (CDBG) funding that it has received from the State of Florida. Under this Agreement (Exhibit I), the Town expects to complete five housing repair or replacement housing projects leveraging this funding with their CDBG funds. The Town will handle client applications, which will be reviewed by County staff for SHIP Program eligibility before the individual assistance can proceed.
BUDGETARY IMPACT:
Funding is available in Fund 120 SHIP, Cost Centers 370204, 370205, and 370206. Funding will support direct assistance to clients; no administrative funding is being provided to the Town for this activity.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Interlocal Agreement has been reviewed and approved by Kristin Hual, Senior Assistant County Attorney.
PERSONNEL:
Not applicable.
POLICY/REQUIREMENT FOR BOARD ACTION:
Interlocal Agreements with other local governments must be reviewed and approved by the Board.
IMPLEMENTATION/COORDINATION:
Neighborhood Enterprise Division Staff will coordinate implementation with the Town of Century.
