RECOMMENDATION:
Recommendation Concerning Automated Fuel Management System - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action:

A. Approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and MECO, Inc. per the terms and conditions of PD 15-16.104, Automated Fuel Management System, based on a final and best offer of $424,308; and

B. Authorize the County Administrator to approve and execute any Owner-Direct Purchase Orders that exceed $50,000.

BACKGROUND:
The legal advertisement for this "Request For Proposals" was advertised in the Pensacola News Journal on September 19, 2016.  A mandatory pre-solicitation conference / location walk thru was held on October 3, 2016.  Seven firms were represent at that meeting.  Proposals were received from three contractors on October 26, 2016.  Two firms were short-listed on November 8, 2016:
MECO, Inc.
Guardian Fueling Technologies, LLC

Discussions were held with the following firms with the intent to determine a recommended firm on November 17, 2016.  Unfortunately, both firms exceeded the established budget and thus a recommendation could not be presented (budget $300,000).
MECO, Inc. $639,160.27
Guardian Fueling Technologies, LLC $771,298.26

A meeting was held on July 20, 2018 between the committee and the two short-listed firms to review the scope and determine whether modifications could be madethat could meet the budget without reducing the intended original scope.  After review and agreement with both firms, each firm was asked to provide their final and best offer.

MECO, Inc. is the lowest most responsive and responsible proposer.

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Standard Form of Contract, Form B: Construction and Purchase Order.
