Recommendation Concerning Group Medical Insurance - Eric Kleinert, Human Resources Department Director

That the Board approve and authorize the County Administrator to sign the BlueMedicare Group Master Agreement with Blue Cross Blue Shield of Florida, Inc., D/B/A Florida Blue and the Escambia County Board of County Commissioners for Escambia County’s Group Medical Insurance.

BACKGROUND:

On an annual basis, the County offers a Medicare Group Medicare Advantage Plan for retirees to enroll. The Advantage Plan offers the retirees the capability to use a group plan platform with Medicare options and does not affect our group’s overall claims history. This plan offers Medical Plan with Rx coverage and Rx coverage only, with no donut hole. The BlueMedicare Group Master Agreement is CMS compliant and sets the premiums for 2019. Retirees pay the full premiums. This year, the Advantage Plan premium went from $279.61 to $329.56 (Medical $141.85, Rx $183.71, Fitness $4.00) and the Rx2 only plan went from $95.19 to $173.80.
The premiums are determined by CMS (Medicare) and it is based on the plan’s experience.

BUDGETARY IMPACT:

Funds are available in Fund 501, Internal Service Fund, Cost Center 150108, Object Code 54501. Final funding will be provided to the Board upon completion of Contract negotiations.

LEGAL CONSIDERATIONS/SIGN-OFF:

This is in accordance with Florida Statutes 112.09 and 112.0801. The County Attorney’s Office has reviewed the BlueMedicare Group Master Agreement and deemed it legally sufficient.

The Human Resources Department will coordinate with Legal, the Office of Purchasing, and the Florida Blues to distribute the Agreement.
