Recommendation Concerning the Disposition of Property for the West Florida Public Libraries - Todd J. Humble, Director of Library Services

That the Board adopt and authorize the Chairman to sign the Resolution Authorizing West Florida Public Libraries to Donate Tangible Personal Property to Three Nonprofit Organizations, to allow the Library’s continued practice of donating materials withdrawn from the Library’s Collection to the Friends of West Florida Public Library, Inc., Friends of the Southwest Branch Library Foundation, Inc., and West Florida Genealogical Society, Inc.

BACKGROUND:
Library staff adheres to modern collection maintenance practices, following the CREW method (Continuous Review, Evaluation, and Weeding), and consider MUSTIE factors (Misleading, Ugly, Superseded, Trivial, Irrelevant, Elsewhere) when determining an item’s continued fit or need for removal from the Collection.  Materials that are no longer a good fit are withdrawn from the Library’s Collection and items that are still usable are conveyed to the Friends of the Library.

Friends of West Florida Public Library, Inc., Friends of the Southwest Branch Library Foundation, Inc. and West Florida Genealogical Society, Inc. are non-profits 501(c)(3), with the original organization Friends of the Pensacola Public Library founded in 1973.  The Friends are made up of volunteers whose primary purpose is to support the mission of West Florida Public Libraries and to help enhance its services to the community. Funding comes primarily from membership and book sales. 

Books and other formats of reading and audiovisual entertainment are offered for sale weekdays at Friends Bookstores; bi-annually at Friends of the Library Spring and Fall Book Sales; and on occasion at specially promoted Bag Sales. 
 
BUDGETARY IMPACT:

Escambia County residents are familiar with and anticipate the book sales held by the Friends. This established practice ensures maximum potential return on withdrawn materials, as well as both the most efficient and cost-effective means for disposition.

LEGAL CONSIDERATIONS/SIGN-OFF:

The County Attorney’s Office has reviewed and approved the Resolution.
