RECOMMENDATION:
Recommendation Concerning the Issuance of a Purchase Order for One 2019 CUES Pipeline Inspection System Mounted on a 2019 Ford F-550 Chassis - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action regarding the purchase of one 2019 CUES Pipeline Inspection System mounted on a 2019 Ford F-550 Chassis:

A. Rescind the Board's action of September 6, 2018, regarding the purchase of one 2019 CUES Pipeline Inspection System mounted on a 2019 Ford F-550 Chassis (County Administrator’s Report Item II-20). (The original Board action included a scrivener's error as to which firm was awarded the HGACBuy contract. Adams Equipment Co., Inc., provided a written quote, but the contract was awarded to CUES, Inc.  Adams Equipment Co., Inc., is a subcontractor to CUES, Inc.);

B. Authorize the County to utilize the H-GAC Contract #SC01-18, in accordance with Escambia County, Florida Code of Ordinances, Chapter 46, Article II, Section 46-44, Application; Exemptions; and Section 46-64, Board Approval; and

C. Authorize the issuance of a Purchase Order Contract for the purchase of one 2019 CUES Pipeline Inspection System mounted on a 2019 Ford F-550 Chassis for the Engineering/Development Services Department of Escambia County, Florida, to CUES Inc., in the amount of $284,675, according to the specifications outlined in Specification Number VE 17-18.028.

In an effort to encourage competition from local businesses, and in compliance with Board adopted policy, this purchase was advertised on the Escambia County web site for thirty days.  The original quote was the only bid received.

BACKGROUND:
In accordance with Board policy adopted on September 16, 2013, regarding the posting of pending vehicle and equipment purchases sourced from State of Florida Contract, Federal Schedules, or other Purchasing Cooperative contracts sanctioned for use by Escambia County, Florida Board of County Commissioners to allow for local vendors to make offers that meet or beat the stated purchase price, specification VE 17-18.028 - 2019 CUES Pipeline Inspection System mounted on a 2019 Ford F-550 Chassis was posted beginning July 13, 2018 for a period of thirty days. The original quote was the only bid received.

This vehicle is used to perform video inspection of stormwater pipes throughout the County.
Justification for a replacement vehicle is as follows:
  • The rear box (where the work is performed) on the current vehicle leaks and the outer walls have begun to swell as a result. This exposes critical electronics and equipment to moisture.
  • The onboard inspection equipment and electrical support system is approximately 18 years old and is not adequate to support modern technology.
  • In the last 8 years, the County has spent approximately $26,000.00 on maintenance of the vehicle. That equates to approximately $3,250.00 per year (see attached backup documentation)
  • The vehicle currently has 113,322 conversion miles on it (includes engine hours), which is 51% above the threshold for replacement of a vehicle (see attached backup documentation)
  • The current vehicle is 2WD, which limits the type of terrain the vehicle can traverse. The new vehicle will be able to traverse into pond and drainage easement areas to camera existing infrastructure.
  • The new replacement vehicle will come equipped with an asset management equipment and software called GraniteNet. GraniteNet is a comprehensive condition assessment and mapping software that can be fully integrated into ArcGIS and Lucity.  The GraniteNet software will allow the County to locate and map any existing or new stormwater systems within Escambia County as they are being inspected. That information is then uploaded into ArcGIS or Lucity. Once loaded into these programs, County staff can look up a desired street or subdivision and see the location/layout of the stormwater system and review any information or previous video inspections of that system. This software will also allow the County to set up schedules for inspection and replacement/repairs by prioritizing the conditions of each pipe.
This vehicle purchase replaces Property Tag #48625.

This recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Section 46-44, Application; exemptions; and Section 46-64, Award approval and threshold authority.
IMPLEMENTATION/COORDINATION:

The Office of Purchasing will issue the Purchase Order.
