RECOMMENDATION:

Recommendation Concerning Contract Award for CEI (Construction, Engineering, Inspection) for South Old Corry Field Road Bridge Replacement and Sidewalk & Drainage Improvements - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Mott MacDonald Florida, LLC, per the terms and conditions of PD 17-18.069, CEI (Construction, Engineering, Inspection) for South Old Corry Field Road Bridge Replacement and Sidewalk & Drainage Improvements, for a lump sum of $103,290.

BACKGROUND:

The Scope of Work for this project is to provide limited construction, engineering, inspection and project management services for the bridge replacement portion of the project: South Old Corry Field Road Bridge Replacement (Site1) Project. This portion begins at Station 10+50.00 (Start of Sheet Piling) and ends at Station 15+85.00 (End of Sheet Piling). The consultant will provide limited construction, engineering, inspection, and project management services for the following work items located within this portion of the project:

A. All Bridge Work Operations (including erosion control, channel excavation, pile installation, footer installation, connection of precast bridge structure to footers, and riprap installation);
B. All required earthwork (including earthwork above precast bridge structure);
C. Sheet Pile Wall Installation; and
D. Drainage Pipes and Structures (including required backfill and compaction).

Request for Letters of Interest, PD 17-18.069, CEI (Construction, Engineering, Inspection) for South Old Corry Field Road Bridge Replacement and Sidewalk & Drainage Improvements, was publicly noticed on June 26, 2018 to two hundred twenty-nine known firms. Responses were received from three firms on July 10, 2018. Mott MacDonald was ranking #1 by the Selection Committee.

BUDGETARY IMPACT:

Funding: Fund 353, “LOST IV”; Cost Center 210106, Transportation and Drainage; Object Code 56301, Rehabilitation of Countywide Bridge System

LEGAL CONSIDERATIONS/SIGN-OFF:

Attorney Standard Form of Contract, Form G: Consulting Services for Stand-Alone Services.

PERSONNEL:

All work associated with this recommendation was done in-house and no additional staff was required.

POLICY/REQUIREMENT FOR BOARD ACTION:

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.

IMPLEMENTATION/COORDINATION:

The Office of Purchasing will issue the Attorney's Standard for of Contract, Form G: Consulting Services for Stand-Alone Services, as well as the Purchase Order.
