Issue:    Approval of District One Medical Examiner Employment and Operating Agreements

RECOMMENDATION:
Recommendation Concerning Approval of Dr. Deanna A. Oleske as the District One Medical Examiner - Janice P. Gilley, County Administrator

That the Board take the following action:

A. Approve the Medical Examiner Employment Agreement for Dr. Deanna A. Oleske pursuant to Florida Statutes 406.06(3); and 

B. Approve the Medical Examiner Operating Agreement for the District One Medical Examiner Office pursuant to Florida Statutes 406.08(1).
BACKGROUND:
The District One Medical Examiner position has been vacant since October 1, 2019, and was in an interim status since January 2019. The pool of qualified candidates is extremely low across the country. State Attorney Bill Eddins convened a Medical Examiner selection committee in 2019, comprised of representatives from Escambia, Santa Rosa, Okaloosa, and Walton counties in District One. The committee reviewed resumes and held interviews with candidates.

After unsuccessful attempts at attracting a permanent ME, a consultant, Dr. Thogmartin of Largo, FL, was brought in to assist with the search. Dr. Thogmartin was able to assist the committee with vetting qualified candidates and interviews. On August 19, 2020, the selection committee made a unanimous recommendation of Dr. Deanna A. Oleske. Following support by the four counties in the district of the candidate, the next step is for the District One State Attorney to submit the selection to the Medical Examiners Commission for their consideration. After review and approval by the Medical Examiners Commission, the candidate will be sent to the Governor for consideration and appointment.
BUDGETARY IMPACT:
Funding is available in Fund 001, General Fund and Cost Center 410201.
LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney has reviewed the Employment and Operating Agreements prepared by the DOMES attorney which are being reviewed by the attorney for Dr. Oleske.
PERSONNEL:
All work associated with this request is being accomplished by the DOMES and the District One Medical Examiner.
POLICY/REQUIREMENT FOR BOARD ACTION:
Florida Statutes 406.06(3) and 406.08(1) provide authority over the Medical Examiner employment compensation and operations under the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Upon Board approval, the Medical Examiners Commission within the Florida Department of Law Enforcement will review and consider for submittal to the Governor for appointment.
