Recommendation Concerning the Issuance of Fiscal Year 2020/2021 Purchase Order, in Excess of $25,000, for the Public Safety Department - Jason Rogers, Public Safety Department Director

That the Board, for Fiscal Year 2020/2021, approve the issuance of an individual Purchase Order, in excess of $25,000, based upon quotes obtained utilizing Florida Department of Management Services, Alternate Contract Source Contract, for the Public Safety Department, as follows:

Escambia County EMS received $395,998 to support COVID related expenses in Fiscal Year 2019/2020. These funds will be utilized to purchase: Cardiac Arrhythmia Simulators that will show heart rhythms; Eitan Sapphire Infusion Pumps which will be used to regulate IV's; Carefusion Ventilator which is a respiratory therapy breathing machine; and Lifeline ARM which is a IV mannequin. All items are for medical care and to assist Escambia County EMT's and Paramedics to train for, respond to, treat, and transport patients.
BACKGROUND:
Lifeline ARM Automated Chest Compression (ACC) device is for performing mechanical chest compressions. Effective cardiopulmonary resuscitation (CPR) requires a high level of excellence in order to have an impact on the survival rate of a cardiac arrest victim. In an emergency situation, the Lifeline ARM when used as an adjunct to manual CPR, provides extended CPR with minimal interruptions when fatigue, insufficient personnel, or patient transport (e.g., ambulance, intra-hospital) may prohibit the delivery of effective/consistent compressions to the victim. 

The current IV pumps used are becoming out dated to deliver and monitor medications. These are a must for patient safety. By using IV pumps, medicine is delivered with accuracy.

Critical care/transport ventilators are designed to duplicate the advanced functions of acute care ventilators. Most can deliver CPAP and/or BiPAP, and are suitable for EMS and ICU patients during transportation between hospitals. These ventilators give the ability to take better care of and increase the patients positive outcome. We are seeing more patients everyday needing ventilator management. During COVID  ventilators are needed to manage patients. We currently only have one vent in inventory with the purchase of five more, we can more effectively manage our community’s needs

This Cardiac Arrhythmia Simulator allows for training to better educate incoming and existing employees to better recognize life threatening heart problems.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchases and Contracts. Per the guidance received at the October 3, 2019, Board meeting, all purchases over $25,000 must be approved by the Board.
IMPLEMENTATION/COORDINATION:
The Public Safety Department will work with the Purchasing Office staff to prepare the Purchase Order as needed.
