Recommendation Concerning Contract Award for Pensacola Beach Access Road Improvements - Joy Jones, Director, Engineering, through Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board take the following action:
A. Approve the reallocation of funds from the Pensacola Beach Congestion Management Plan, in the amount of $600,692, to the Pensacola Beach Access Road Improvements Project to cover the Award amount and 5% contingency; and

BACKGROUND: |
The Pensacola Beach Master Plan - Access Roadway Improvements Project is a roadway upgrade project located on Pensacola Beach. The project includes demolition and debris removal, utility relocation, shifting the alignment of a portion of Pensacola Beach Boulevard to the west, extending and resurfacing the existing service roadway from Bob Sikes Bridge to the Quietwater Beach Restrooms, driveway relocation, construction of new improved parking at Quietwater Beach, extension of the existing multi-use path, stormwater runoff improvements, pedestrian access, the relocation of lighting and transformers within the right-of-way, and the milling and resurfacing of a portion of Pensacola Beach Boulevard.
PD 19-20.093, Pensacola Beach Access Road Improvements was publicly noticed to 77 firms (representing 206 emails) on August 25, 2020. A non-mandatory pre-solicitation conference was held on September 2, 2020. Five firms were represented at this meeting. Five bids were received on October 23, 2020. All five bids were received electronicly. All five were responsive to the terms and conditions of the solicitation. Panhandle Grading & Paving, Inc. was the lowest most responsive and responsible bidder. |
