RECOMMENDATION:
Recommendation Concerning the Award of the First of Two Possible One-Year Renewal Periods for PD 18-19.108, Waste Tire Removal and Recycling/Disposal Services - Pat Johnson, Waste Services Department Director through Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action:

A. Approve the requested price increase from $80.00 per load to $85.00 per ton.

B. Approve the utilization of the first of two one-year renewal periods as stated in Section 2 of the executed Indefinite Quantity/Indefinite Amount Agreement, and authorize the County Administrator to sign any related documents.

BACKGROUND:
The vendor bid on the previous contract lowering fees in anticipation of increased tire tonnage from the Waste Services Landfill Mining Project. The vendor stayed with the original bid price for all of Fiscal Year 2019-2020. Waste Services considers the vendor's request for an increase from $80.00/ton to $85.00/ton for this Fiscal Year to be legitimate.

Specifications for PD 18-19.108, Escambia County Waste Services Department purchase of tire removal services, was posted in Vendor Registry on August 27, 2019. The solicitation was issued to 85 registrants representing 63 firms. 19 firms viewed the solicitation and 14 downloaded the solicitation. On September 16, 2019, two bid responses were received and Little Tire Hauling, Inc., was deemed the lowest, most responsive and responsible bidder.

All work associated with this Recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Section 46-44.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will notify the firm of the renewal and issue the Purchase Order. The Facilities Department will be the Contract Administrator.
