Recommendation Concerning the Authorization for Cumulative Expenditures Over $25,000 in Fiscal Year 2020-2021, for the Department of Natural Resources, for Demolition or Lot Clearing Services - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board authorize cumulative total expenditures over $25,000, in Fiscal Year 2020-2021, to contractors performing demolition or lot clearing services for the Department of Natural Resources, Environmental Enforcement Division, for individual projects of less than $50,000, based on competitive quotes. The request is being made in advance of the cumulative total of expenditures exceeding $25,000 this Fiscal Year for the following vendors:

BACKGROUND:
Environmental Enforcement (Code) requests quotes from a pool of qualified contractors for the performance of demolition and lot clearing work throughout the year, as needed. The estimated cost of each individual project is below the mandatory formal bid amount of $50,000. The work is awarded based on the lowest quoted cost. The Demolition and Lot Clearing Contractors are qualified through a formal qualification process administered and maintained by the Office of Purchasing. Based on projected activity in Fiscal Year 2020-2021, it is anticipated the cumulative value of Purchase Orders issued to some of the contractors listed may exceed $25,000.

The vendors listed in the table above are qualified as of October 1, 2020; however, this list is non-exclusive. The Department of Natural Resources Management continues to encourage participation of additional contractors. As additional vendors become qualified, the Department will bring forth agenda items as necessary for the Board's consideration.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchase and Contracts.
IMPLEMENTATION/COORDINATION:
The Environmental Enforcement Officer identifies the work and obtains the quotes for the operations of demolition and lot clearing. The Office of Purchasing issues the Purchase Order.
