RECOMMENDATION:
Recommendation Concerning a Memorandum of Understanding Between Escambia County Fire Rescue and the United States Special Operations Command - Jason Rogers, Public Safety Department Director

That the Board approve and authorize the Chairman to sign the Memorandum of Understanding (MOU) by and between Escambia County Fire Rescue and the United States Special Operations Command (USSOCOM), that identifies parameters, roles and responsibilities for the unpaid developmental internship program to provide educational experience and learning opportunities that will enable them to develop their technical skills and business knowledge, to expand their understanding of Escambia County Fire Rescue, and to learn about different career paths that may be available.
BACKGROUND:
Pensacola being a military community has always encouraged volunteerism. Often military personnel are willing to serve in the community they live. Escambia County Fire Rescue has benefitted greatly from the military members assigned to the local bases for many years. These men and women bring value into the organization having come from a regimented schedule, familiarization with the chain-of-command, service, and sacrifice. The fire department, the County, and most of all the citizens prosper from this resource. We are enhancing a long-time tradition of recruiting members of the military. These are active duty and service members retiring from the military to join ECFR as volunteers and/or career firefighters. This is a wonderful resource for ECFR to continue to recruit volunteer and career firefighters through a consistent process.
BUDGETARY IMPACT:
There are no recurring automatic expenses associated with this MOU.
LEGAL CONSIDERATIONS/SIGN-OFF:
Senior Assistant County Attorney, Stephen G. West approved the MOU as to form and legal sufficiency.
PERSONNEL:
N/A
POLICY/REQUIREMENT FOR BOARD ACTION:

Board Policy requires such documents to be approved by it.

IMPLEMENTATION/COORDINATION:
Oversight and any potential implication of the MOU will be coordinated by Volunteer Coordinator, Mike Aaron, Escambia County Fire Rescue, in cooperation with USSOCOM.
