RECOMMENDATION: |
Recommendation Concerning the Renewal to the Memorandum of Understanding and Infrastructure Funding Agreement with CareerSource Escarosa and the Department of Education, Division of Vocational Rehabilitation - Clara Long, Neighborhood & Human Services Department Director
That the Board take the following action concerning the Memorandum of Understanding and Infrastructure Funding Agreement:
A. Approve the renewal Memorandum of Understanding between CareerSource Escarosa and Florida Department of Education, Division of Vocational Rehabilitation. The Workforce Innovation and Opportunity Act (WIOA), Public Law 113-128 requires that Local Workforce Development Boards, with the agreement of the Chief Elected Officials, develop and enter into MOU with the local Board and the one-stop partners. The MOU renewal will become effective the date of the executed signature through June 30, 2023;
B. Approve the Infrastructure Funding Agreement (IFA) for the One-Stop Career Center System between CareerSource Escarosa (formerly Workforce Escarosa, Inc.) and Department of Education, Division of Vocational Rehabilitation. The IFA is made pursuant to the Workforce Innovation and Opportunity Act (WIOA) of 2014. The IFA will become effective the date of the executed signature through June 30, 2023; and
C. Authorize the Chairman to sign the renewal Memorandum of Understanding and Infrastructure Funding Agreement and any additional documents associated with the process. |
BACKGROUND: |
In accordance the Workforce Innovation and Opportunity Act (WIOA), Public Law 113-126 requires that the Local Workforce Development Boards, with the agreement of the Chief Elected Officials, develop and enter into Memorandums of Understanding (MOU) with the local Board and the one-stop partners. The Infrastructure Funding Agreement (IFA) is made pursuant to the Workforce Innovation and Opportunity Act (WIOA) of 2014.
The MOU is made pursuant to the Rehabilitation Act of 1973, 29 U.S.C. S721(a) (11) and the Workforce Innovation and Opportunity Act of 2014, (WIOA) and is entered into by the Department of Education, Division of Rehabilitation (hereafter referred to as the Partner) and CareerSource Escarosa dba Workforce Escarosa, Inc (hereafter referred to as "CareerSource"), and the Chief Elected Officials of Escambia.
The initial MOU and Infrastructure Funding Agreement (IFA -Attachment to the MOU) between the Florida Department of Education - Division of Vocational Rehabilitation (VR) and CareerSource Escarosa was signed by Escambia County on October 17, 2017, and May 18, 2018, respectively. The terms set by VR stated, "This MOU is effective July 1, 2017, through June 30, 2020, and may be renewed for an additional three-year term," and "This IFA will become effective as of the date of signing by the final signatory and must terminate on June 30, 2020."
CareerSource Escarosa and its one-stop partner will continue to provide collaborative referrals between partners for appropriate services and activities, as well as methods to ensure the needs of workers and youths, including individuals with barriers to employment, have access to services through the one-stop delivery systerm. CareerSource Escarosa will serve as for the Workforce Innovation and Opportunity Act (WIOA) partner meetings. |
