RECOMMENDATION:
Recommendation Concerning the Acceptance of the Florida Department of Law Enforcement Funding Assistance to Support a Residential Substance Abuse Treatment Program for Escambia County Corrections, in the Amount of $75,000 - William R. Powell, Director of Corrections
 
That the Board take the following action concerning the Application for support of a Residential Substance Abuse Treatment (RSAT) Program for Escambia County Corrections, in the amount of $75,000:
 
A. Approve the acceptance of the residential substance abuse treatment subgrant award, in the amount of $75,000, related to the Fiscal Year 2018-2019 residential substance abuse treatment project. This Grant requires a 25% match ($25,000) that will be paid from existing department funds. This Grant will be utilized to support the implementation of a residential substance abuse treatment program within Escambia County Corrections; 
 
B. Authorize the Chairman to sign the Certificate of Acceptance of Federal Funding; and

C. Authorize the Chairman, as the County's authorized official, to execute any Amendments or other related documents as may be required for the Residential Substance Abuse Treatment (RSAT) Program.
BACKGROUND:
As authorized by the Board on June 6, 2019, the Escambia County Corrections Department completed the Application for Funding Assistance related to the Residential Substance Abuse Treatment (RSAT) Program. This $75,000 Grant will be utilized to support the overall goal of Residential Substance Abuse Treatment (RSAT) to reduce drug use, demand, trafficking, and drug violence through the provision of substance use treatment and associated supports to prepare people for their return to the community. Escambia County Corrections Department considers the established goals a priority to reduce recidivism and strives to reduce crime and save taxpayer dollars by addressing addiction and substance abuse as a health problem and provide effective intervention and treatment.  Comprehensive drug treatment programs in jails are associated with reduced system costs according to the 2018 Substance Abuse and Mental Health Services Administration (SAMHSA). The Grant funding will provide a source of financial support for the RSAT program within Escambia County Corrections.
BUDGETARY IMPACT:
The Grant funds are designed as a cost reimbursement program to the Escambia County Corrections Department with a direct 25% match in the amount of $25,000. The match has already been identified within existing Department budgeted funds from Fund 111-Detention/Jail Commissary Fund, Cost Center 290406.  No additional funds are being requested from the Board.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Senior Assistant County Attorney, has reviewed the award acceptance document and approved it as to form and legal sufficiency.
PERSONNEL:
The Corrections Department staff will manage and implement the Grant project.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation complies with all provisions of the Board of County Commissioners' Grant Policy.
IMPLEMENTATION/COORDINATION:
Corrections Department Staff will administer the Grant related project.
