RECOMMENDATION:
Recommendation Concerning the Contract Award for Re-Solicitation Waste Tire Removal and Recycling/Disposal Services for the Escambia County Waste Service Waste Tire Collection Center - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Little Tire Hauling, Inc., per the terms and conditions of solicitation PD 18-19.108, Re-Solicitation Waste Tire Removal and Recycling/Disposal Services for the Escambia County Waste Service Waste Tire Collection Center, for a period of one year, with options for up to two additional one-year renewals, for a total of 36 months, effective upon execution of the Agreement for an indefinite quantity, indefinite amount of $80 per ton.

This solicitation was issued to 85 registrants in Vendor Registry representing 63 firms, 19 firms viewed the solicitation and 14 firms downloaded the solicitation. Two bid responses were received.

BACKGROUND:
In 1988, Florida’s Waste Tire Program was initiated to promote the collection, transportation, use, and disposal of waste tires in ways that were environmentally safe and protected public health. The Waste Tire Program is an essential element of the Escambia County Waste Services Department’s Integrated Solid Waste Management Program. This Agreement will assist in the proper transportation and processing of waste tires from the Waste Tire Collection Center at Perdido Landfill.    
 
Specifications for PD 18-19.108, Escambia County Waste Services Department purchase of tire removal services was posted on Vendor Registry beginning August 27, 2019. This solicitation was issued to 85 registrants in Vendor Registry representing 63 firms, 19 firms viewed the solicitation and 14 firms downloaded the solicitation. Two bid responses were received on September 16, 2019, at 3:00 PM CDT.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Section 46-44.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Agreement and the Purchase Order.  The Facilities Department will be the Contract Administrator.
