RECOMMENDATION:
Recommendation Concerning the Contract Award for CDBG Rehabilitation for 1312 Basin Street - Clara Long, Interim Neighborhood & Human Services Department Director

That the Board take the following action concerning the Contract Award for Community Development Block Grant (CDBG) Rehabilitation for 1312 Basin Street:

A. Ratify the signature of the County Administrator on the CDBG Housing Rehabilitation Assistance Program Agreement between Escambia County; McDELT, LLC., Contractor; and Robert I. Smith, Owner; per the terms and conditions of C-R-2019-5, NED CDBG Single Housing Repair for Robert I. Smith, for a base bid of $42,350, plus Option 1 for $800 and Option 2 for $3000, for a total Contract cost of $46,150 for rehabilitation of 1312 Basin Street; and

B. Authorize the issuance of a Purchase Order.

BACKGROUND:
An Invitation to Bid for project C-R-2019-5, NED CDBG Single Housing Repair for Robert I. Smith at 1312 Basin Street was advertised in the Pensacola News Journal on July 26, 2019, and was sent to 90 registrants in Vendor Registry (Exhibit I).  A mandatory pre-solicitation conference was held on August 2, 2019, at the property, which was attended by five firms. Sealed bids were received from three firms on August 16, 2019, with McDELT, LLC. being the lowest, most responsive bidder (Exhibit II). The Agreement was signed by the County Administrator on September 11, 2019 (Exhibit III).  

During the local annual planning process for U.S. Department of Housing and Urban Development (HUD) programs, Escambia County allocates a portion of its CDBG funding for moderate rehabilitation of owner-occupied housing.  Income-eligible owner-occupants that cannot be assisted with minor repairs under the State Housing Initiatives Partnership (SHIP) program are assisted under the CDBG moderate rehabilitation program to address needed repairs to the unit.  Repairs for this property will include installation of a new mechanical system, replacement of windows and exterior doors, replacement of exterior siding, exterior painting, repair of subfloor in bath, electrical rewire to include hard wired smoke detector installation, plumbing repair and accessory replacement, and floor covering installation. Option (Alternate) 1 in the bid was to replace the vinyl flooring in the kitchen and Option 2 was to replace carpeting in the living room, hall, and bedrooms. These two alternates have been added to the base bid.
BUDGETARY IMPACT:
Funds are available in Fund 129/2016 CDBG Rehab, Cost Center 370227.
LEGAL CONSIDERATIONS/SIGN-OFF:
The CDBG Housing Rehabilitation Assistance Program Agreement has been reviewed and approved by Kristin Hual, Senior Assistant County Attorney.
PERSONNEL:
All work associated with this Recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts. The project and Agreement are in compliance with the HUD Annual Action Plan and the property owner meets all eligibility guidelines for assistance under this program.
IMPLEMENTATION/COORDINATION:
The Neighborhood Enterprise Division will submit the Purchase Order and will have administrative oversight of the project.
