RECOMMENDATION:
Recommendation Concerning the Contract Award for ADA Modifications to Escambia County Facilities, Task 2A - Meredith Reeves, Division Manager, Neighborhood Enterprise; Robert Dye, Interim Director, Facilities; and Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Emerald Coast Constructors, Inc., per the terms and conditions of PD 18-19.084, ADA Modifications to Escambia County Facilities, Task 2A, in the total amount of $157,100.

An Invitation to Bid for project PD 18-19.084, Escambia County ADA Modifications Task 2A was publicly noticed via Vendor Registry to 99 registered individuals representing 84 firms. The solicitation was viewed by 43 firms and downloaded by 28.

BACKGROUND:
On November 19, 2015, Townes + Architects were tasked to perform a study to identify ADA compliance of County-owned facilities that were not previously assessed for compliance with the Americans with Disability Act (ADA). The study was submitted on February 24, 2016. Seven facilities and eight parks were identified as needing varying degrees of ADA modifications. The total estimated cost to modify all 15 sites was estimated to be $940,000. Due to the limited availability of HUD Community Development Block Grant (CDBG) funds, modifications have been phased based on funds available. Phase I was advertised under PD #16-17.035, and included the completion of improvements to the following sites in April 2018: Billy G. Tennant Clinic, Beulah Community Center, John R. Jones Complex, Ashton Brosnaham Park, and Myrtle Grove Park.

An Invitation to Bid for project PD 18-19.084, Escambia County ADA Modifications Task 2A was publicly noticed via Vendor Registry on July 23, 2019, to 99 registered individuals representing 84 firms. The solicitation was viewed by 43 firms and downloaded by 28. This solicitation represents Phase 2 of this project and will include ADA modifications to Molino Athletic Park, Bradberry Park, and the Escambia County Animal Shelter. A non-mandatory pre-solicitation conference was held on August 6, 2019, and was attended by three firms. Bids were received from two firms on September 10, 2019, with Emerald Coast Constructors, Inc., being the lowest, most responsive bidder in the amount of $157,100.

Once architectural and engineering plans are complete, the remaining sites will be put out to bid for construction to be funded with CDBG funds. These sites include the Century Volunteer Fire Department, Sheriff’s Evidence Storage, Government Office Complex, Wildlife Sanctuary, Bellview Athletic Park, Brent Athletic Park, and Cantonment Athletic Park.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Agreement and the Purchase Order. Facilities and Neighborhood Enterprise Division will have administrative oversight of the project.
