RECOMMENDATION:
Recommendation Concerning Residential Income-Based Roof Improvement Program - Clara Long, Interim Neighborhood & Human Services Department Director

That the Board take the following action concerning a new Residential Income-Based Roof Improvement Program under the Neighborhood & Human Services Department/Community Redevelopment Agency:

A. Approve the Residential Income-Based Roof Improvement Program that will assist income qualifying homeowners to perform retrofit improvements to roof sheathing and roof coverings, strengthening of roof deck attachments, and other minor roof repairs; and

B. Authorize the County Attorney's office to prepare a 5-year Lien Agreement for the Residential Roof Improvement Program based on income eligible homeowners in the CRA areas, subject to Legal review and sign-off as to form and legal sufficiency to bring back to the Board for approval.

BACKGROUND:
The Neighborhood & Human Services (NHS) Department cooridinated with not-for-profit Rebuild Northwest Florida, Inc. (Rebuild)  to submit an Application to the State of Florida Department Emergency Management for their Hurricane Loss Mitigation Program (HLMP), requesting funds of  $194,000, on July 24, 2019.  The County submittal was not approved, therefore no State funds were awarded but the need for roof improvements still remain.

At the September 5, 2019, meeting, the Board directed NHS staff to bring back a Residential Program to assist property owners in the CRA areas with roof improvements. NHS staff with be in coordination with the County Attorney's Office and Purchasing in solidifying the process. 

The County Attorney's Office will prepare a 5-year Lien Agreement between the County and eligible property owners. The lien shall be due and payable in total for a period of five (5) years from the date this Lien Agreement is recorded in the public records. Upon documentation of compliance with the provisions of this Lien Agreement and the Escambia County Residential Income-Based Roof Improvement Program, and five (5) years subsequent to the recording of the Lien Agreement in the public records, this lien shall depreciate to zero (0), and repayment shall be forgiven. The lien will not be subordinated without the prior approval of the Board, and subordination shall be considered for approval only to enable the owner to secure financing required to complete further improvements to the subject property.

The County Purchasing Department will assist NHS staff with the procurement process in vendor solicitations and request for proposal through County's Vendor Registry.
BUDGETARY IMPACT:
Funds will be expended from Fund 151, various CRA Tax Increment Finance (TIF) accounts.
LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney's office will prepare a Lien Agreement between the County and property owners that will be submitted and brought back to the Board for approval.
PERSONNEL:

POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is required for disbursement of funds to all private individuals, private vendors, and/or outside agencies utilizing CRA TIF funds.
IMPLEMENTATION/COORDINATION:
NHS/CRA staff, in coordination with the property owner, handles all implementation tasks. NHS/CRA staff will monitor the work in progress and will be responsible for compiling the necessary documentation prior to the Grant award.
