RECOMMENDATION:
Recommendation Concerning Funding for the Beacon Addition to Existing Johnson Avenue Pedestrian Crossing - Joy Jones, P.E., Public Works Department Director

That the Board take the following action concerning the funding for the Beacon Addition to Existing Johnson Avenue Pedestrian Crossing:

Approve transferring $3,700 to the Traffic and Transportation Operations operating budget for the Beacon Addition to Existing Johnson Avenue Pedestrian Crossing from Commissioner Grover Robinson's discretionary funds.

BACKGROUND:
At the request of West Florida Hospital, and the concurrence of Commissioner Robinson, county staff will install stand-alone flashing beacon assemblies to enhance the existing crosswalk within the public right-of-way on Johnson Avenue between University Parkway and Davis Highway, approximately 550' west of the intersection of Davis Highway and Johnson Avenue.  

The pedestrian crossing was evaluated after the vehicle / pedestrian crash in June 2017 and found to be in substantial accordance with the Manual on Uniform Traffic Control Devices. For safety and to encourage crosswalk use, staff installed some enhancements to the crosswalk. It should be noted that the vehicle/pedestrian crash accured approximately 300' from the crosswalk. The crosswalk currently has high-intensity crosswalk striping, rumble strips, pavement markings, advanced warning signage, and high-reflectivity posts. The addition of these standard, non-pedestrian actuated beacons (continuous flashers) will further enhance this crosswalk.

West Florida Hospital staff have been made aware that, for maximum benefit and safety of their employees and patrons, the Hospital should install channelization devices (hedgerows/fences, sidewalks, etc.) on their property directing pedestrians to the crosswalk.

It is standard practice that, for similar sign/beacon installations not required by the Manual on Uniform Traffic Control Devices (MUTCD), the respective district commissioner will fund the sign installation from his discretionary funds. 
BUDGETARY IMPACT:
Funds are available in Fund 175, Transportation Trust Fund, Cost Center 211201 "Transportation and Traffic Operations."
