| RECOMMENDATION: |
Recommendation Concerning PD 14-15.069, Group Medical Insurance - Eric Kleinert, Human Resources Department Director
That the Board approve and authorize the County Administrator to sign, subject to Legal review and sign-off, the Florida Blue Stop Loss Proposal for Escambia County BOCC (option 1) between Blue Cross Blue Shield of Florida, Inc., d/b/a Florida Blue, and Escambia County Board of County Commissioners for Escambia County's Group Medical Insurance, (PD 14-15.069).

| BACKGROUND: |
On August 20, 2015, the County approved a three-year Contract to Florida Blue to provide self-funded health insurance coverage (January 1, 2016 to December 31, 2018).
Each year, Florida Blue reviews our stop loss coverage to determine coverage level and cost. Florida Blue provided 3 options at three different deductibles. To remain at our current level of stop loss coverage, our annual premium would increase by 22.8% to $260,378.
Option 1 increases our annual Specific Deductible (per covered individual) by $25,000. For the period October 2013 through December 2014, we had 2 claims over our $255,000 pooling level. For the period January 2015 – December 2015, we had 1 claim over our $265,000 pooling level. For the period January 2016 – December 2016, we had 0 claims over our $250,000. In our current year, with two months left, we have 2 claims over our $250,000 pooling level ($722,422 and $327,862) with 2 claims above $223,000 ($244,243 and $223,397.69), and another 2 claims at above $185,000 ($198,641 and $186,469).
We recommend Option 1, it increases our specific deductible (per covered individual) to $275,000 and our aggregate specific loss fund remains the same ($100,000) Contract aggregating specific loss fund. Our overall cost will increase from last year’s estimated premium by $139,610. |

| This is in accordance with Florida Statutes 112.09 and 112.0801. The Florida Blue Stop Loss Proposal is being reviewed by the County Attorney's Office. |
