RECOMMENDATION:

5:31 p.m. Public Hearing for Consideration of Adopting an Ordinance to Impose/Levy a 5th Cent Tourist Development Tax.

Recommendation: That the Board adopt and authorize the Chairman to sign the Ordinance Imposing and Levying an additional one percent tourist development tax (Fifth-Cent) in the incorporated and unincorporated areas of Escambia County.

BACKGROUND:

This Ordinance comes to the Board following direction at the August 20, 2020, meeting of the Board of County Commissioners. Pursuant to Section 125.0104(3)(n), Fla. Stat., the Board may impose a fifth (5th) cent tourist development tax by a super-majority vote for financing a publicly owned or operated facility or to promote tourism. Two Ordinance options are provided for your vote. Option A provides for the 5th cent proceeds to be used solely for tourism promotion. Option B provides that the proceeds can be used for both tourism promotion and a publicly owned or operated facility.

The County's Tourist Development Council voted on both August 10, 2020, and December 10, 2019, to recommend the imposition of the 5th cent TDT. Minutes of these TDC meetings are provided for reference. A TDC recommendation is not required for imposition of the tax.

Should the Board vote to impose the tax, collections would commence on January 1, 2021. The Ordinance would remain in place until repealed by the Board.
