RECOMMENDATION:
Recommendation Concerning Establishment of a Pilot Program for Certain Positions - Janice P. Gilley, County Administrator

That the Board take the following action:

A. Approve a pilot program to provide a base increase in certain hard to recruit and retain positions in the areas of Equipment Operator, Fleet Maintenance, Supervisor, and Maintenance Technicians in the appropriate departments;

B. Waive the requirements of Human Resource Policy 18.12 to allow for a new compensation scale;

C. Allow for implementation and evaluation of the pilot program, to be adjusted according to review of the program after 6 months; and  

D. Approve this program to go into effect starting the first pay period of the 2019-2020 fiscal year.
BACKGROUND:
The Board has asked County Administration to work with appropriate department directors and OMB to develop a resolution for certain positions due to the difficulty to recruit and retain skilled Equipment Operators and Maintenance related employees.  
BUDGETARY IMPACT:
This proposal will cost approximately $286,240, and this has been budgeted for in the 2019-2020 fiscal year.

LEGAL CONSIDERATIONS/SIGN-OFF:
The proposed initiative has been reviewed and approved by the County Attorney's Office.
PERSONNEL:
This project will not require additional personnel, but will increase compensation of a few current employees.
POLICY/REQUIREMENT FOR BOARD ACTION:
BCC - Human Resources Policies and Procedures, Section 18.12 Promotional/Reclassification Increase, part a, reads as follows:

a.  When an employee is promoted or reclassified, the employee's salary will increase five percent (5%) or to the minimum salary of the new DBM pay grade, whichever is higher.  The increased salary shall not exceed the maximum of the DBM.  All employees are eligible for promotion.  Any division employee currently under a Performance Improvement Plan (PIP) should be recommended by their Division Manager to the receiving division.  Promotions shall establish a new anniversary date. 
 
IMPLEMENTATION/COORDINATION:
County Administrator's office will coordinate with Human Resources and departments to implement.
