RECOMMENDATION:
Recommendation Concerning the Acceptance of the Florida Department of Law Enforcement Justice Assistance Grant (JAG) Countywide Program Subgrant in the Amount of $47,213 for the Fiscal Year 2018-2019 Jail Alternative Initiative Project - William R. Powell, Director of Corrections

That the Board take the following action concerning the Justice Assistance Grant for the Fiscal Year 2018-2019 Jail Alternative Initiative project:

A. Approve the acceptance of the Justice Assistance Grant (JAG) Countywide Program subgrant award, in the amount of $47,213, related to the Fiscal Year 2018-2019 Jail Alternative Initiative project;

B. Authorize the Chairman to sign the Acceptance of Federal Funding Assistance; and

C. Authorize the Chairman, as the County's authorized official, to execute any Amendments or other related documents as may be required for the Jail Alternative Initiative Project.
BACKGROUND:
As authorized by the Board on July 18, 2019, the Escambia County Corrections Department completed the Application for Funding Assistance related to the Justice Assistance Grant for the Jail Alternative Initiative. This $47,213 Grant will be utilized to ensure that qualified offenders who are eligible for release are not penalized due to their inability to remit payment for the alternative electronic monitoring or drug patch programs offered by the County. This Grant will provide the needed funding to offset the costs associated with providing these services to indigent offenders. The funding will be utilized to reimburse the department for a portion of the expenses that were incurred during Fiscal Year 2018-2019.  The $47,213 allocated to this project will cover GPS, SCRAM and Drug Patch services for a combined impact of approximately 11,700 service days.
BUDGETARY IMPACT:
These Grant funds are designed as a reimbursement program. There is no local match requirement. Administration fees are not specifically designated as eligible under this Grant. The reimbursement funds will be identified in Fund 114, Revenue Account 331241.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Senior Assistant County Attorney, has reviewed the award acceptance document and approved it as to form and legal sufficiency.
PERSONNEL:
The Corrections Department staff will manage and implement the Grant project.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation complies with all provisions of the Board of County Commissioners' Grant Policy.
IMPLEMENTATION/COORDINATION:
Corrections Department Staff will administer the Grant related project.
