RECOMMENDATION:

Recommendation Concerning the National Fish and Wildlife Foundation Project Funding Agreement, in the Amount of $180,000.01, for the Bayou Grande Living Shoreline Project - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning the National Fish and Wildlife Foundation Project Funding Agreement for the Bayou Grande Living Shoreline Project:

A. Approve the National Fish and Wildlife Foundation (NFWF) Project Funding Agreement (Project ID #8006.17.057761), in the amount of $180,000.01, for the implementation of the Bayou Grande Living Shoreline Project to pay the costs of the services, time, materials, equipment, and other items comprising the Project, in accordance with the Project Description; and

B. Authorize the Chairman to sign the Agreement and future Amendments such as no-cost time extensions, subject to Legal review and sign-off, without further approval of the Board.

[Funding: Fund 110 - Other Grants and Projects, with the cost center to be determined at the time of the Supplemental Budget Amendment. There is no match required]

BACKGROUND:

The Bayou Grande Living Shoreline Project will construct offshore oyster reefs and install appropriate emergent vegetation between the oyster reefs and the shoreline at three locations in the Navy Point area of Bayou Grande. This project will improve water quality, improve fish and wildlife habitat, reduce shoreline erosion, strengthen coastal resiliency, and restore oyster reef and emergent marsh habitat. This project is designed, permitted, and ready to begin construction.

BUDGETARY IMPACT:

Fund 110 - Other Grants and Projects, with the cost center to be determined at the time of the Supplemental Budget Amendment. There is no match required.

LEGAL CONSIDERATIONS/SIGN-OFF:

Kristin Hual, Assistant County Attorney, reviewed the Agreement as to form and legal sufficiency.

PERSONNEL:

No additional impact to personnel associated with this recommendation. The project will be managed by staff of the Department of Natural Resources Management.

POLICY/REQUIREMENT FOR BOARD ACTION:

Board Policy II.B.8.

IMPLEMENTATION/COORDINATION:

This project has been permitted and coordinated with the Florida Department of Environmental Protection (DEP) and the U.S. Army Corps of Engineers (USACOE). Department of Natural Resources Management staff will continue to coordinate with FDEP and USACOE to implement the terms of the Agreement.
