RECOMMENDATION:
Recommendation Concerning an Appointment to the CareerSource Escarosa (formerly Workforce Escarosa, Inc.) Board of Directors - Tonya Gant, Neighborhood & Human Services Department Director

That the Board reappoint Mr. Russell B. Branch to the CareerSource Escarosa Board of Directors as a private sector representative.  His current term will expire on October 16, 2017.  Mr. Branch has been contacted and wishes to continue serving on the CareerSource Board of Directors.  Mr. Branch's new term will run from October 17, 2017, through October 16, 2020.
BACKGROUND:
The Board of Directors of CareerSource Escarosa serves as the local governing board for workforce development and job training activities as approved by CareerSource Florida and the Florida Department of Economic Opportunity (DEO).  The State and federal legislation governing the Board's activities requires that Board membership represent specific community sectors from within the CareerSource Escarosa geographical area.  Under the Workforce Innovation and Opportunity Act (WIOA), 10 of the 19 CareerSource Escarosa Board members must be from the private sector.  The reappointment of Mr. Branch will comply with WIOA requirements as well as the CareerSource Escarosa Articles of Incorporation.

LEGAL CONSIDERATIONS/SIGN-OFF:
Appointments and reappointments to the CareerSource Escarosa Board of Directors are made in accordance with State and federal legislation and the CareerSource Escarosa Articles of Incorporation.  Assistant County Attorney Bobbie Ellis-Wiggins has reviewed and approved this request.

POLICY/REQUIREMENT FOR BOARD ACTION:
All Escambia County appointments and reappointments to this Board of Directors must have approval from the Escambia County Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Upon approval by the Board of County Commissioners, the reappointment of Mr. Branch shall become effective for the term described above.  CareerSource Escarosa has coordinated with the Department of Neighborhood & Human Services in submission of this request.
