Recommendation Concerning an Update to Appendix "K", Escambia County Re-Entry Plan, from the Escambia County Comprehensive Emergency Management Plan - Michael D. Weaver, Public Safety Department Director

That the Board approve and adopt the proposed changes to Appendix "K", Escambia County Re-Entry Plan, from the Escambia County Comprehensive Emergency Management Plan (CEMP) that eliminates the language referencing the evacuation and re-entry vehicle window sticker program for Pensacola Beach and Perdido Key, as identified in Exhibit "A."
BACKGROUND:
The Division of Emergency Management, Public Safety Department, is proposing to remove specific and inconsistent language within the county’s evacuation re-entry plan, as found within Appendix K of the County’s Comprehensive Emergency Management Plan (CEMP), which identifies an evacuation re-entry vehicle window sticker program maintained only for Perdido Key and Pensacola Beach.  That window sticker program, designated only for the county’s barrier islands creates an inconsistency in how the county manages evacuation re-entry operations throughout the remainder of the county.  In an effort to consolidate the evacuation re-entry plan with uniformity in operations, and consistency in application throughout the county, all of the language referencing the window sticker program is being deleted, and the window sticker program will be terminated upon approval by the BCC. 
 
The specific language to be stricken from Appendix K of the CEMP is identified within the attachment to this recommendation.

POLICY/REQUIREMENT FOR BOARD ACTION:
Fla. Admin Code R. 27P-6.006(11) requires the CEMP to be approved and adopted by the Board.  Any changes or updates to the CEMP will then also be required to be approved and adopted by the Board.
IMPLEMENTATION/COORDINATION:
John Dosh, Division of Emergency Management Manager is responsible for the coordination and implementation of the CEMP and thus any implementation of changes and updates as may be required.
