RECOMMENDATION:
Recommendation Concerning Food Service for the Escambia County Emergency Operations Center - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Sisters on the Rise, Inc., per the terms and conditions of PD 16-17.042, Food Service for the Escambia County Emergency Operations Center, for a period of 12 months, with an option to extend for two 2 additional 12-month periods, in accordance with the terms and conditions of the Agreement.

BACKGROUND:
The Office of Purchasing advertised the Invitation to Bid on May 22, 2017.  Only one vendor attended the pre-solicitation conference, the current vendor.  The bids were initially due on June 12, 2017 but no bids were received.  The bid date was amended to June 26, 2017 because the current vendor was not able to bid and no other bidders responded.  On June 26, no bidders submitted bids and the Bid Opening date was amended to July 17, 2017.  The Office of Purchasing reached out to local caterers as well as food service vendors, looking for potential bidders.  No bids were received by July 17, 2017 and the Bid Opening was amended to be on August 08, 2017.  One vendor submitted a bid and they were deemed responsive.  Sisters On the Rise is a responsible and responsive bidder for this Scope of Work and Specifications.

This recommendation is in compliance with the Escambia County, FL Code of Ordinance, Chapter 46, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Agreement and Purchase Order.
