RECOMMENDATION:
Recommendation Concerning Amendment #018 to Agreement #A0150 Between Escambia County and Big Bend Community Based Care, Inc. - William R. Powell, Director of Corrections

That the Board take the following action concerning Amendment #018 to Agreement #A0150 with Big Bend Community Based Care, Inc.:

A. Approve Amendment #018 to Contract  #A0150. This Amendment updates and replaces Attachment I -Terms and Conditions, Exhibit A - State and Federal Laws Rules and Regulations, Exhibit B - Method of Payment, Exhibit C - Required Reports, Exhibit D - Performance Measures, Exhibit F- ME Financial Reporting and incorporates Exhibit G - Funding Detail; and

B. Authorize the Chairman to sign Amendment #018 to Contract #A0150.

[Funding:  This Contract is a fixed rate Contract for a total of $43,971 for Fiscal Year 2019-2020]
BACKGROUND:

This Contract originated in December 2006, with the Department of Children and Families. The Pre-Trial Release Program in Escambia County has operated successfully for a number of years with the Mental Health Division portion of the program which was initially established utilizing this funding. The Contract enables the Mental Health Pre-Trial Release program to continue in Escambia County. The Escambia County Pre-Trial Release Program's affiliation with all other County operated services, including the State Attorney's Office, the Public Defender's Office, the County Jail and the Department of Community Corrections, places them in a uniquely qualified position to provide Forensic Mental Health/Pre-Trial Release services to Escambia County. Amendment #18 replaces Exhibit A ( State and Federal Laws, Rules, and Regulations), Exhibit D (Substance Abuse and Mental Health Required Performance Outcomes and Outputs), Exhibit F (Financial Reporting) with updated language. Amendment #18 updates Exhibit B (Method of Payment) and Exhibit C (Required Reports) with additional invoice requirements. Amendment#18 Exhibit G (Funding Detail), updates and replaces the contract period through 06/30/2021. This Amendment will not impact the operations of the position associated with this funding source.

BUDGETARY IMPACT:
This is a fixed rate Contract. Big Bend Community Based Care shall pay for the delivery of authorized services specified in accordance with the terms and conditions of the Contract for a total dollar amount not to exceed $43,971 for the period ranging from July 1, 2019 - June 30, 2020. This funding is utilized to cover a portion of the Forensic Mental Health Specialist position within the Pre-Trial Release Program.
LEGAL CONSIDERATIONS/SIGN-OFF:
This Contract Amendment has been reviewed by Kristin Hual, Senior Assistant County Attorney, and found to be legally sufficient.
PERSONNEL:
This Contract provides partial funding for one Forensic Mental Health Specialist position.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation complies with County Ordinance, Chapter 46, Article II, Section 46-64, providing for Board approval of all Agreements/Contracts.
IMPLEMENTATION/COORDINATION:
Contract requirments will be carried out by the Escambia County Community Corrections Pre-Trial Release Program.
