RECOMMENDATION:
Recommendation Concerning the Florida Medicaid Non-Institutional Medicaid Provider Agreement for Escambia County Emergency Medical Services - John Dosh, Interim Public Safety Department Director

That the Board take the following action concerning the Florida Medicaid Non-Institutional Medicaid Provider Renewal Enrollment Application:

A. Approve and authorize James Maddrey, EMS Manager, and Tamika Williams, Public Safety Business Operations Manager, to sign the Non-Institutional Medicaid Provider Agreement, as authorized official, for revalidation of Escambia County Board of County Commissioners, D/B/A Escambia County EMS (Emergency Medical Services) to continue to participate as a Florida Medicaid Provider, with the provision that any litigation concerning any part of the Agreement shall be conducted in the Circuit Court of Leon County, Florida;

B. Approve and authorize James Maddrey, EMS Manager, and Tamika Williams, Public Safety Business Operations Manager, to complete the online Application as being the Delegated Official and Contact Person which will allow them to speak with Medicaid on behalf of Escambia County BCC regarding the account; and

C. Authorize the submittal of the additional supporting documentation as requested by the Medicaid Provider Renewal Enrollment.
BACKGROUND:
Escambia County EMS (ECEMS) has been a non-emergency transport provider since November 1, 1982. ECEMS requires all enrolled providers to revalidate enrollment, at least, every five years.  Revalidation requires the provider to complete the Application as if it is a new, non-enrolled provider.  Non response to the request for revalidation will result in withholding of Medicaid payments for services provided by Escambia County EMS and, subsequently, the deactivation of its Medicaid billing privileges for non-emergency transport services.

It is required that the Provider Agreement be returned to Florida Medicaid no later than January 12, 2020.

The Application has been approved as to form and legal sufficiency by Kristin Hual, Senior Assistant County Attorney.

POLICY/REQUIREMENT FOR BOARD ACTION:

Board policy requires Board approval of all Agreements.

IMPLEMENTATION/COORDINATION:
Tamika Williams, Public Safety Business Operations Manager, will be responsible to ensure that the fully executed Application is submitted within the established timeframe.
