RECOMMENDATION:
Recommendation Concerning the Contract Award for Construction, Engineering, Inspection Services for Bob Sikes Bridge Rehabilitation Project - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Mott MacDonald Florida, LLC, per the terms and conditions of PD 19-20.003, Construction, Engineering, Inspection (CEI) Services for Bob Sikes Bridge Rehabilitation Project, for a lump sum amount of $402,145.

BACKGROUND:
The Bob Sikes Bridge Rehabilitation Project involves the West Bridge (480123) and East Bridge (480139), conveying vehicle and foot traffic over the Santa Rosa Sound between the City of Gulf Breeze in Santa Rosa County, and Pensacola Beach in Escambia County, Florida. The total project length is 1620 lineal feet (0.19 miles). The rehabilitation improvements consist of concrete repairs, cleaning and coating, joint replacement, fender improvements, fender cleaning and coating, bulkhead and rip-rap repairs, and installation of cathodic protection on fender piles and structures. Rehabilitation is expected to extend the life of the bridges 12 years, per design criteria, to 2036.

Southern Road & Bridge, LLC, was awarded approval to proceed with rehabilitation of the bridge by the Board on December 5, 2019. Construction Engineering and Inspection (CEI) services are required for contract administration, inspection, monitoring, materials sampling and testing for the construction project within the scope of services.

The Board approved the use of Tourist Development Funds (TDT) funds at the November 7, 2019, BCC Meeting to be used toward the necessary repairs to the Bob Sikes Toll Bridge on Pensacola Beach in conjunction with other identified funding sources needed to complete the project.  The TDT Committee approved using these funds at thir regular meeting on December 10, 2019.

Requests for Letters of Interest, PD 19-20.003, Construction, Engineering, Inspection (CEI) for the Bob Sikes Bridge Rehabilitation, were publicly noticed on October 16, 2019, to 56 known firms. Responses were received from three firms on November 6, 2019.

The Selection/Negotiation Committee ranked in the following order:

1. Mott MacDonald Florida, LLC;
2. HDR Construction Control Corporation; and
3. DRMP, Inc.

Mott MacDonald Florida, LLC, provided their initial fee proposal on December 10, 2019. The first negotiation meeting was held on December 10, 2019, and the Final and Best Offer was established with a lump sum fee of $402,145.

This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999,  Chapter 46, Finance, Article II Purchase   and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects and Purchase Order.
