RECOMMENDATION:
Recommendation Concerning Contract Award for Century and Molino Library Modifications - Robert Dye, Interim Facilities Management Director through Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and A. E. New, Jr., Inc., per the terms and conditions of PD 18-19.105, Century and Molino Library Modifications in the amount of $190.000.

An Invitation to Bid for PD 18-19.105, Century and Molino Library Modifications, was publicly noticed to 301 registrants, representing 107 firms via Vendor Registry on September 16, 2019. The solicitation was viewed by 50 firms and downloaded by 34 firms.

BACKGROUND:
The Century Branch Library has proposed expansion of the Children’s Area by reducing onsite storage, addition of outside amenities (benches, bike rack, tables, etc.), improvements to the public service desk for increased accessibility, and an emergency exit with ramp from the staff workspace. This renovation includes new carpet and paint throughout the facility.

The Molino Branch Library has proposed accessibility improvements that include power assisted door openers, public service desk modification, and the addition of sound dampening panels to improve acoustics.

An Invitation to Bid for PD 18-19.105, Century and Molino Library Modifications, was publicly noticed to 301 registrants, representing 50 firms via Vendor Registry on September 16, 2019. The solicitation was viewed by 50 firms and downloaded by 34 firms. A non-mandatory Pre-Solicitation conference was held on September 23, 2019. No firms attended.  Bids were received from three Firms: A. E. New, Jr., was deemed to be the lowest cost and most capable firm to perform the Statement of Work.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Agreement as well as the Purchase Order.
