| RECOMMENDATION: |
Recommendation Concerning the Contract Award for PD 18-19.082, M.C. Blanchard Judicial Building Carpet Replacement - Robert Dye, Interim Facilities Management Director through Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Carpet Creations of Florida, Inc., per the terms and conditions of PD 18-19.082, M.C. Blanchard Judicial Building Carpet Replacement, in the amount of $ 473,330.

| BACKGROUND: |
An Invitation to Bid for PD 18-19.082, M.C. Blanchard Judicial Building Carpet Replacement, was publicly noticed to 154 registrants, representing 48 firms via Vendor Registry on August 20, 2019. The solicitation was viewed by 48 firms and downloaded by 25 firms.
A Non-Mandatory Pre-Solicitation conference was held on October 7, 2019, and three firms attended. Bid responses were received from four firms on November 12, 2019. Of those responses, one firm submitted a “No Bid” and one firm’s bid was deemed non-responsive. Of the two remaining responsive bids, a firm located in Arizona was the low bidder with a price of $473,330.00. Carpet Creations of Florida, Inc., a local firm with an office located in a CRA, submitted a bid which was within the 5% threshold as defined County Ordinance Sec. 46-110 – Local Preference in Bidding. Carpet Creations of Florida, Inc. agreed to provide the product and service at the lowest bid price of $473,333.00 and, per the County Ordinance noted above, Carpet Creations of Florida, Inc. has been determined to be the lowest responsive local bidder. |
