RECOMMENDATION:
Recommendation Concerning the Contract Award for Elevator Fire Services Upgrades for the M.C. Blanchard Judicial Building - Robert Dye, Interim Facilities Management Director through Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Otis Elevator Company, per the terms and conditions of PD 18-19.077, Escambia County Elevator Fire Services Upgrades for M.C. Blanchard Judicial Building, in the amount of $132,800.

BACKGROUND:
An Invitation to Bid for PD 18-19.077, Elevator Fire Services Upgrades for M.C. Blanchard Judicial Building, was publicly noticed to 176 registrants, representing 59 firms via Vendor Registry on August 18, 2019. The solicitation was viewed by 33 firms and downloaded by 22 firms. A non-mandatory Pre-Solicitation conference was held on October 2, 2019. Two firms attended. Bids were received from two firms: Otis Elevator Company and Thyssenkrupp Elevator. Thyssenkrupp did not submit the required Bid Bond and was deemed non-responsive. Otis Elevator Company was deemed to be the lowest cost and most responsible firm to perform the Statement of Work.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract FORM A: Construction- A/E Designed and Purchase Order.
