MINUTES
ESCAMBIA COUNTY EXTENSION COUNCIL
January 15, 2019 – 5:30 p.m.

1.   Election of 2019 Chair and Vice Chair
  • Beth Bolles asked for nominations for a new Chairperson and Vice Chair. Both Shelby Johnson and Sonia Bush stated they would be willing to serve another year in their current Chair and Vice Chair positions. Anne Peterson made a motion that Shelby Johnson and Sonia Bush serve another year as Chairperson and Vice Chairperson. Motion was seconded by Carol Tanksley and passed without opposition.
             
2.   Call to Order & Opening Remarks - Shelby Johnson
  • Mr. Johnson called the meeting to order at 5:37 pm and thanked everyone in attendance.
             
3.   Roll Call & Declaration of Quorum - Susan Hendrix
  • Roll was called and a quorum declared.
  • Present: Anne Peterson, Sabrena Padgett, Glenna Anderson, James Theisen, Jennifer Thorne, Jason Gaylard, Sara Brake, Shelby Johnson, Sonia Bush, Carol Tanksley, and Nick Simmons.
             
4.   Proof of Publication - Susan Hendrix
  • The meeting was properly advertised in the Pensacola News Journal on Saturday, January 12, 2019, as part of the Board of County Commissioners' weekly meeting schedule.
             
5.   Approval of November 13, 2018, meeting minutes - Shelby Johnson
  • Motion to approve the November 13, 2018, meeting minutes as presented was made by Anne Peterson and seconded by Jason Gaylard. Motion passed without opposition.
             
6.   Welcome and Introduction of Special Guest(s) - Nick Simmons
  • Mr. Simmons welcomed the new Council Members and also Kia Johnson, from the County Attorney's Office.
             
7.   Florida Sunshine Law - Kia Johnson, Assistant County Attorney
Kia Johnson, Assistant County Attorney, presented information with regard to the Florida Sunshine Law. The following points were noted:
  • Meetings of public boards or commissions must be open to the public.
  • Reasonable notice of such meetings must be given.
  • Minutes must be taken and become public record.
  • A meeting is a gathering of two or more members. This applies to telephone, email, written communications, and sign language.
  • Exceptions: members are allowed to talk with staff; members may give a written position statement that is a one-way communication and then that statement can be brought forward at a public meeting; and okay for members to have social interaction if topics of discussion are not committee related.
  • Criminal action can be taken if offense is conducted knowingly--member knew it was wrong.
  • Civil action can be taken if offense is conducted unknowingly--member did not know it was wrong.
             
8.   Affirmative Action - Nick Simmons
Mr. Simmons reviewed the IFAS Affirmative Action statement with council members:

9.   Program Update - Brian Estevez, 4-H Youth Coordinator
  • Mr. Estevez gave an overview of 2018 programs conducted by Escambia County 4-H. He also discussed upcoming programming for Spring and Summer 2019. Currently we have 334 youth enrolled in 4-H in Escambia County. Escambia County 4-H staff, together with other areas our Extension programming, has provided educational programming to over 6,000 youth throughout Escambia, Santa Rosa, and Okaloosa Counties in the last year.
             
10.   Program Priorities for 2019 - Nick Simmons
  • Mr. Simmons discussed the programming areas and educational abilities of UF/IFAS Escambia County Extension agents and program assistants. He asked that Council Members provide feedback on the form provided as to what other programming and education they felt would benefit local residents through our outreach.
             
11.   Other Items of Interest -
  • Carrie Stevenson advised that the Arbor Day Tree Giveaway was January 19, 9 am-11 am, here at the Extension Office.
  • Rick O'Connor noted that the Seafood Safety Symposium was planned for February 11, 5 pm, 3363 West Park Place, Pensacola, and was open to the public.
  • Beth Bolles will be holding a Microgreens Workshop on January 24, 9 am-10:30 am, here at our office. Participants will learn the techniques for growing a variety of microgreens to add to favorite dishes. This program will be repeated for a night class later in the year.
  • The next meeting is scheduled for Tuesday, May 14, 2019, 5:30 pm.
  • Carol Tanksley noted that the roll down screen is not working in the Extension Auditorium and needed to be replaced, mentioning that the TV was not big enough for all participants to see the presentations. The repair/replacement was discussed and Mr. Simmons advised that he would check into it and if no funding was currently available for the work, we would include that in our FY 19/20 Budget Request.
             
12.   Adjournment -
  • Motion to adjourn the meeting was made by Jason Gaylard at 6:20 pm, and seconded by Sara Brake. Motion passed without opposition.
