Meeting Minutes - January 8, 2018
             
1. Call Marine Advisory Committee Meeting to Order
Meeting was called to order at 5:41 p.m.
             
2. Attendance - Quorum present
             
3. Approval of Minutes - Minutes of the November 2017 and December 2017 Minutes need to be approved.
             
4. 10836 Lillian Highway Public Boat Ramp
MRD Update: FWC Grant Funding has been extended to 31 March 2018, to allow sufficient time for design finalization and permit applications.
             
5. Natural Resources Damage Assessment - Oil Spill Restoration & Recovery
MRD Update: Escambia County Purchasing Department is finalizing negotiations with artificial reef contractors for artificial reefs funded by Natural Resources Damages Assessment (NRDA).
             
6. New Inshore Reefs at Pensacola Beach
MRD Update: MRD has applied for additional NRDA funding and is searching for other funding sources to construct permitted artificial reef at Casino Beach.
             
7. Proposed Boating Regulatory Areas in Bayou Garcon, Bayou Grande, Kees Bayou, Old River, and Innerarity Point Park
MRD Update: MRD is developing proposals for submitting to Florida Fish and Wildlife Conservation Commission (FWC) for concurrence of county authority to establish vessel speed restrictions. Upon completion of due diligence, MRD will schedule public hearings with Board of County Commissioners.
             
8. Lionfish Issues/Developments
MRD Update: MRD met with FWC and others to plan the 2018 Lionfish Removal and Awareness Days (LRAD). FWC is changing event location to FloraBama Yacht Club for weekend of 19-20 May 2018.
             
9. Navy Point Living Shoreline Project
MRD Update: MRD crew has bagged oyster shells for upcoming oyster reef construction.
             
10. Vessels Anchored in Bayou Chico
MRD Update: MRD is working with FWC and Escambia County Sheriff Marine Unit to resolve recent derelict vessel and determine legal status (per Florida Statutes) of existing vessels anchored in Bayou Chico.
             
11. Old Business
             
a. Comprehensive Waterway Management
MRD Update: actions in Agenda item #10 (above) will be expanded to all waterways around Escambia County, and will apply to all county waterways access facilities and properties.
             
b. FWC Oriskany PCB Monitoring Grant Extension
FWC has increased funding in existing Agreement to provide for additional expenses that may be required by US Environmental Protection Agency as a result of elevated PCB levels in several fish species, which prompted Florida Department of Health to include bank seabass and scamp in their Seafood Consumption Advisory. MRD is scheduling the 2018 Seafood Safety Symposium for 9 April 2018 in conjunction with Marine Advisory Committee meeting, and Oriskany fish sample collection will be conducted 10-12 April (exact date of sampling day is weather-dependent).
             
12. New Business
             
a. ARCADIS Project
Project in Gulf of Mexico off Ft. Pickens to locate and remove old ordnance (Susan Burtnett attending with additional information/presentation?).
             
b. MAC Officers Nominations & Elections
Chair: Kerry Freeland; Vice-Chair: Eilene Beard; Secretary: Clint Retherford.

Gabe Jackson made the motion to adjourn. Mark Moore seconded the motion. All voted in favor. Meeting adjourned at 7:27 p.m.
